Judge Cowart was born in 1925 in Plant City, Florida. He received a B.A. degree in 1950 from the University of Miami and a J.D. degree in 1952 from Stetson University. Judge Cowart served as Circuit Judge for the Eleventh Judicial Circuit from 1973 to 1981 and from 1984 until his death in 1987.
