Justice Overton was born in 1926 in Green Bay, Wisconsin. He received a B.S.B.A. in 1951 and a J.D. in 1952 from the University of Florida. In 1984, he was awarded an LL.M. from the University of Virginia. Justice Overton served on the Supreme Court of Florida from 1974 until his retirement in 1999. He was Chief Justice from 1976 to 1978.
